The rear strap? Yes... and no. It's interesting:

The rear portion has a padded piece to protect the back of your head, but instead of the awkward floating type of padded flap, Throwdown has it attached via elastic on either side. So it stays attached and won't shift around, but has enough slack to offer a universal fit. Then there is a fold-over velcro strap to cinch up both sides, as well as a thinner velcro strap that comes down from the top piece (to ensure a snug fit up top).
